Since the last Plan (2011-2016), ecocentres, composting centres and processing centres for glass, cans, plastics and batteries were built. However, plans to invest in vehicles, machines etc. were abandoned. The new plan notes the need to monitor and ensure financing for these things and proposes an increase in waste collection and valorisation, including composting, to replace imported fertilisers. It sets a target of 60% waste collection coverage by 2023. It also suggests productivity could increase by incentivising workers, and also private management with control of the District Chambers.
